Unlike public domain, "freeware" is still copyrighted and protected.  The
"free" in
freeware simply means the author allows for some type of free distribution.
However, each country is different.  In this case, the authors of The Manager
gave the rights to the program to Seven Hills for profit to sell in the USA and
Canada.  When the program's development ceased in Europe, the programmers
eventually released the program as freeware, but NOT in the USA and Canada
(where Seven Hills owns the rights).

Any individual or company can transfer copyright of a specific use, version, or
country specific distribution to another individual or company.  This is why
the
earlier claim that APPLE had to request Asimov to remove AppleWorks 5.1 is
wrong.  While Apple (and formerly Claris) owns the AppleWorks name, the
specific version of AppleWorks 5.1 is owned by Scantron Quality Computers.
All Scantron Quality Computers has to do is send a letter to Asimov...
