Of course, it was possible to create disks with no DOS on them, but not
using Apple's tools.
Therefore, ordinary ProDOS disks usually had more space free than
ordinary (bootable) DOS 3.3 disks. (This was different for bootable
ProDOS disks, since ProDOS uses up a lot more disk space.)
Apart from this, there is also the little matter of block size. DOS 3.3
uses 560 sectors of 0.25K, while ProDOS uses 280 blocks of 0.5K. So
while in theory a ProDOS disk holds the same amount of information as a
DOS 3.3 disk, in practice it can usually store less, having more wasted
space.
