The prongs on the plug on my IIGS don't have a shock. When I canged
power bars, I had to usa a screwdriver to pry the plug out. I switched
off the power bar, and then used the screwdriver to get the plug out.

I don't know why the plug was stuck, perhaps because it hadn't been
unplugged in years.
