Unfortunately, standard CD-ROMs in the Microsoft world do not, and never
did, use a DOS FAT file system; they use ISO-9660 instead. That's why
you needed to waste so much RAM for that MSCDEX driver when using
CD-ROMs under DOS. So I doubt there are any tools specifically for
creating MSDOS file system based CDs.
What you could maybe do is create an image of a DOS hard disk partition
and burn that image directly to a CD, but I don't know if any computer
would be able to handle such a CD directly.
