The European Apple II machines supply an NTSC signal (that means with no
phase change between two lines), but with 50 Hz / 15 625 Hz timing. 
This signal can be connected directly to a SCART video input. The image
will be b/w, for a color image you will need a PAL converter.

The old Apple ][plus has three solder jumpers. They have to be bridged
to select 50 Hz operation instead of the American 60 Hz timing.
