No you don't...at least on US modems.  ATD will wait for a carrier
for quite a while...depends on what you set the timeout to be.
Don't remember offhand what S= command it is...been too long since
I had to do that manually.  I have done this with quite a bit of
time between the two, was transferring files between a computer
in the basement and one upstairs, and, being in no rush, took
probably a good 15-20 seconds between typing ATD on the first
computer and ATA on the second.

ATX0 sets the modem to ignore any waiting for dialtone.
