Sounds like you have a Bell Engineering 6522 VIA card.  It just provides
a 6522 chip on the Apple bus.  Get the specs on the 6522 to use it.

The 6522 contains two 16-bit counter/timers, two parallel ports, and
some
interrupt control logic.  Among other things, you can use it to
implement
a real-time clock (without battery backup, so it must be reset on each
power-up).  Of course, you can also use it to implement one or two
parallel
ports.  ;-)
