The driver would do it.  I think it will be more and more easy to make
Windows 95 work the "right" way as the 3.5" floppy drive is phased
out.  As it is replaced by the CD-ROM and the Iomega Zip Drive, this
would be feasable because these drive include disk eject motors and
sensors.

Iomega's OS/2 driver for the Jazz Drive and the Zip Drive do this, for
example.  OS/2 can use both the FAT file system and the HPFS
file system.  HPFS caches to the disk, so it is dangerous to remove
media during a session...the Iomega driver LOCKS the disk in the
drive and disables the eject button if the disk is HPFS.  If it is FAT,
you can right click the disk icon and choose eject to spit out the
disk.  When OS/2 is shut down, Iomega Zip and Jazz disks are spit
out...
