The upgrade isn't just a chip it's a complete logic board swap.The Rom 3 has 2x

the ROM, 4x the built in Ram, theres a minor wiring change to the slots and a
few other changes. If you have a ROM 0 a simple chip swap will turn it into a
ROM 1 though. It shouldn't be too hard to score a ROM 3 main logic board but
you'd probably be better off spending the money on other accessories for your
IIgs.
