You can boot a very basic System 6 in a ROM 1 IIgs with 1 meg of ram.
Thats definately correct
For a fully populated Apple 1 meg card you should have both jumpers on.
The Ram chips must also be of the CAS before RAS variety.
You can definately start from the 3.5 inch disk drive. System 5.04 would
probably be better with 1 meg of ram.
Maybe there's a problem converting the disk images into ProDOS disks.
If there's an Apple-Mac user group in your area that might be a good place
to get a System disk that you know for sure works.
