I have my unaccelerated IIgs connected to my 486DX4-100 with the port
speed set at 38400 bps.  Mind you, I only get between 1500 and 2000
cps transfer rates depending on what direction I'm transfering in but
that will improve with a new SCSI card, hard drive and accelerator as
soon as I can afford them.

My setup is using HyperTerminal in Windows 95 on the 486 and Spectrum
v2.1 on my IIgs.

Do you have a properly wired hardware handshaking cable?  That could
be why you can't transfer faster than 9600 bps.
