Depends on what you mean by "regular monitor".
The Apple ][e requires an NTSC composite video monitor. If you are a
video person, that is a regular 'ol monitor.
If you are a computer type, though, who thinks that a regular 'ol monitor
is VGA, then you could say the Apple requires a "special" monitor. But
chances are you already have one that will work.
Look at the back of your TV set. If you have a VIDEO jack, you can plug
in there. Or, if you have a VCR, you can hook to the VIDEO IN on the back
of the VTR.
Apple sold some really nice monitors for the ][, in both monochrome and
color. But virtually any decent NTSC monitor will work.
