Well, it is _one_ method of transferring AppleWorks files to a PC, but
you will still need to translate the files into a format that your
PC-based software can deal with (e.g. plain text).

The PC Transporter is a coprocessor card for an Apple II, which is
basically an IBM XT clone on a card.  If you don't have an Apple II, it
is no use in your case.

Perhaps if you provide more information on what hardware you have
available, someone may be able to suggest an appropriate method.
