Rom 3 GS control panel

I have run accross a Rom 3 GS that I was trying to set up for AppleTalk.
Whenever I try to reset the control panel for AppleTalk, its' settings revert
back to what they were as soon as you press return. This is also true of the
clock settings. The clock is keeping time but the year is 1947. I remember
reading at one time about a jumper or something on a ROM 3 to keep anyone from
resetting the control panel. Anyone remember anything about this?
