As I said earlier, everyone's usenet connection is maintained by a
LOCAL administrator. [Technical details-- it's essentially a huge
distributed database, where usenet servers pass on copies to other
servers and propagate articles around.]
It's not the responsibility of posters to make sure articles get
out, it's the responsibility of people to make sure they're receiving
everything. Yes, that means that some folks'll have to go do some work
(like firing off emails to admins is 'work'), but that sure beats
sitting around and simply complaining.
If there are problems like missing posts, then you'll have to tell
your local ISP admins about it, and work with them to fix things. Most
admins are busy enough that they won't go looking for problems until
they're notified of them. Or, if your ISP isn't responsive in fixing
problems, maybe it's time to find another that sucks less.
