Finder icons

 
OK, I want to arrange a few icons (hard drive & partitions, ram disk
5.25 disk) on my finder.
 
On the desktop I click on special, preferences, check 'save finder
information', arrange my icons, click special, shutdown, restart.
 
Didn't work, so I tried trashed finder.data & fibder.root & try again.
 
On reboot, same old arrangement.
 
Am I missing a step?
