Sounds like OMEGA, by Origin Systems.

This is the one where you had to log into the computer, write your
program, and then test it out against other tanks.  Broadcast messages 
came by electronically on your workstation, though I think the book
called it "email".  Usually, they were fairly humorous.  One said that 
`racing office chairs in the hallway is no longer permitted due to an
injury', and another said something like `programmers are asked not to 
tie up the lavoratories studying their source code listings'...

I've got one, but like to keep it ... every few months I like to go
and play the old games, watch the old demos, and even write code.

You might like to contact Origin and ask if they have suggestions for
you on getting the game and/or documentation...
