   The usual troubleshooting techniques from the comp.sys.apple2
Frequently Asked Questions (FAQ) at

turn the power off and disconnect *everything* (all slots inside,
all devices outside) except for the monitor and power cord, and
try turning the system on. If that works, add back components one
at a time (with the power off) until it no longer works-- and that
last component is likely the cause of the flakiness. 

   If it's still bad with just the monitor plugged in, it could be a
bad power supply.  Check section 4.20 of the faq for a new power
supply, but you can try first making sure that the cable from the
power supply to the motherboard is securely connected, and try
pressing down firmly on any socketed chips on the motherboard to
'creak' them back into the sockets.
