USR init 28.8 w/PT?

Hi.

I  just got hold of a USR Sportster 28.8
I used CDA Quickport II on rom 3 GS 10 mhz. to set modem port to 38.400
& tried a few different init strings. 

Dials out fine but not making a 
connection, nor does it drop down to lower speeds.
Dip switches 2,4,6,7 are up, same as with the USR 14.4 I use now.

Any ideas what to try next? Thanks.
