No, this is all good. Well, you didn't mention whether the machine
<BEEP>ed or not, but so far, so good.
The reason you aren't getting a prompt is that the machine is trying to
boot a floppy. Clearly you do indeed have a ][+ with Autostart ROM (don't
worry about what that means...the point is, it is good).
If you hit <RESET>, you should land at an Applesoft prompt ("]").
If you put a good disk into Floppy Drive #1 (that would be the one that
went "BZZZZZT!!!" and then kept whirring when you fired up the
machine...), that disk will boot, which will either take you into the
application, or (eventually) dump you at a prompt.
One more thing you can do: Power the machine off, and carefully remove
the disk controller card (it should be in Slot #6). Power the machine up
with no drive controller, and you should get "APPLE ][" at the top of the
screen and an Applesoft prompt.
So you seem to be in pretty good shape, but you need a boot disk.
