Probably just standard electronic noise from everything inside your
IIgs is affecting your Sonic Blaster.  You could try putting the Sonic
Blaster card inside a small box with tin foil around it with holes
poked through it to allow air to continue flowing around the card.
Just make sure that there are lots of SMALL holes and that the tin
foil doesn't touch any other bits of metal in the computer except for
the chassis ground.  This is the metal on the inside of the case of
your IIgs.

Yes, they do still make them but they are up to 20MHz now.  Last I
heard, they were going for $25 per processor.

No, it was never completed.  Never made it past the design stage from
what I have heard.
