A couple other solutions...

A:  Give it to another system that may be able to format it and block 
of the bad sectors.

B:  Format it as 400K  (single sided).  1/2 a disk is better than no 
disk.

I try to get as much life out of my old disks as possible, considering 
800K 3.5" disks are getting harder and harder to find.  Remember when 
a box of 10 disks was $40?  :3
