Sorry...but that information is incorrect!

.bxy files are binary II envelopes and are usually stripped away by the 
comm program leaving the orignal filetype upon downloading.
I know ProTerm and AnsiTerm do it Spectrum I'm not sure of.

Binscii and GSCII+ and BSCit decode Binscii files which have the suffix 
of .bsc
