Where to find a keyboard depends on what model Apple you use:
If it's an Apple II, Plus, e, c, c+, etc., you'll need to check
mail-order part places, or flea markets, etc for either the keyboard or the
same system you use, with a working keyboard, dirt cheap and scrap it for
the keyboard.
If it's a IIgs, buy a Macintosh ADB keyboard (an original Mac or Mac
Plus board won't work). I would recommend the regular ADB keyboard or the
extended ADB keyboard. Most will work, but some won't, especially if they
have integrated pointing devices or are the ergonomic type. I know for sure
that the Apple Adjustable keyboard (or whatever Apple's ergonomic keyboard
is called) won't work. Try checking the Apple II FAQ - it has a nice long
list of what may or may not work.
