I have an old performa 200, and I'd like to get 7.6.1 on it. I currently
have 7.5.3. Without spending money, I can't get 7.6.1. I'd have to buy
7.6 first. So in other words, the major/minor patches are available for
free. You still have to have the initial release of the OS first. (7.6,
8.0)

Updates are splattered all over MS's web site. Only 1 service pack was
ever needed, and with all the other hotfixes and updates, you can
practically build win98 out of win95. Anybody who uses windows regularly
knows this.
