Test Drive 2

After letting the IIGS gather dust for a few years, we decided to boot
it up with one of my favorite games, TD2.  I can remember trying to
install it to the hard drive  (successfully) with all the extra data
disks but in the process leaving the main disk screwed up.  Now that
there is no longer a hard drive, booting from the floppy gives me a
message:

"Memory fragmented - unable to restart.
Insert MASTER disk and press
(Control-Reset) to restart game."

Does anyone remember how to fix this?
