There is a group on the web called "Washington Apple Pi" that supposedly
has loads of public domain software for the Apple III as well as a
revised operating system one of their members wrote for it.  I believe
their email address is also on their website.  I've tried to contact
them for quite some time to purchase some of their disks but I've never
been able to get a reply back from them.  Good luck.
