Mismanagement of The Manager...Need SetStart Help...

Today I decided I was in the mood for overhauling the layout of my
operating system and decided on reinstalling The Manager as the startup file.
I went into SetStart CDEV and selected the Manager for startup, restarted
and it loaded to the finder. I reinstalled the Manager, SetStart, and
checked every recent addition to my system for incompatibility. Nothing.
Does anyone have any sort of explaination for this wierd behavior of
SetStart?
