     Yes. There is PC hardware and software which lets you use your PC to 
talk 'over the net' as well as receive radio programs. You can arrange to 
exchange live video, too. I have not tried any of this stuff yet; but, as 
more and more PC users upgrade their machines, voice and video 
connections are sure to become fairly common.
