As a musician who enjoys receiving royalty payments from musical works, I
agree with Joe. As in music, having the publishing rights to software,
means he has the exclusive right to distribute it. 

Personally, I do not support web sites and bbs' that distribute software
that has an existing licensing agreement(s), nor do I reccommend them.
