Anyone know what a PCPI progressive Frame Grabber Card does????

I just got this card. It is made by PCPI, makers of the Appli-Card CPM
interface.
It has many potentiometerss on it (thats what they look like, adjustable
with a screwdriver)
It has 2 jumpers labeled j1 and j2, along with 2 pins not labeled as
jumpers.
It also has a rca Video connector, which I assume is for input
Could this be a good card? Progressive Frame grabber sounds better than
Computer Eyes "video capture" in 6 seconds.
Could I make "videos" with this card, using some kind of animation format
(paintworks, etc. Capture many frames and play them one right after the
other)
I guess I need to figure out exactly what the card before I go about day
dreaming.
