It does sound like, one way or another, power is not getting to the
motherboard.

With the machine OFF, remove the Focus Card and try unplugging and
re-plugging the AC power chord and the power supply plug to the
motherboard. Also, try unplugging the +12V internal fan and any joystick--
if either has become shorted, it may be causing the power supply to shut
down. (The reason for unplugging the Focus Card is to avoid kicking it
ON/OFF/... should the problem be a poor connection which causes
intermittant power to reach Slot cards when the machine is tapped or
jiggled.)

Other things to check include a bad AC power chord and broken/loose
power supply socket connections to the motherboard.

If the motherboard was recently removed/replaced, another possible
problem is shorting to a bent part of the metal shielding on the back or
bottom of the case.

Unless you have some Slot card which is loose, incorrectly plugged in,
or otherwise producing a short, the remaining 'usual suspect' is a power
supply with a blown component.
