I've had a good time with my AE Sonic Blaster.  Has the above:  stereo
output, stereo mike input, volume control on the card [which can be a
pain unless you have volume control on your speakers :)], a pretty good
sound editor program, software support from most 16-bit programs that
make sound and a third-party CDEV is available for those that don't, and
the sound quality suits my great-but-not-absolutely-perfect needs.  Five
collections of resource sounds I have recorded with my Sonic Blaster are
available on the FTP's under the name Zounds#.shk.  :)  Most of the
16-bit sound editor programs not made by a card manufacturer support the
SB so you never have to stray far for help.  I'll admit that I have not
tried any other sound cards so I offer no comparisons.
