If you want to isolate the programs the kids can use, you can try out
something called No Worries, I believe.  It is a HyperCard IIGS version
of At Ease for the Apple IIGS and works the same way.  Look for it
at http://ground.isca.uiowa.edu/apple2/apple16/Hypermedia/Hypercard/

If you just want to get rid of the trash can to prevent kids from
dragging icons to the trash (but not necessarily preventing them from
moving them around), get Under the Rug, an Init by Lunatic that removes
the trash can from the Finder desktop.
