   That's mostly a function of the drive controller giving up trying
to boot and returning to the ROM. The GS's 5.25" and smartport
controller does that; I think certain later //c versions had this
also. The original Disk ][ controller card by Woz didn't do that, and
would require a redesign to add that complexity.
