Others have been talking about using regular holepunchers. When I was a kid and before I got my notcher, I just used scissors to cut a rectangle out! I had some disks with some pretty interestingly jagged looking notches.
Prior to buying a notcher myself, I used a small x-acto knife and used another disk as a template laid upside on top of the disk to be cut. It made such clean cuts that I didn't notice much difference once I bought the notcher, other than it became extremely easy to notch a disk with very little effort.
