How about the self test?  When the computer is on, hold down the Control,
Option, and Apple keys and press the key at the top of the keyboard which
looks like a back arrow.  Release the top key and then release the other
keys.  Does it run through a period of screen changes?  Does it say
anything at the end of those tests?

How is the Control Panel set?  When the computer is on, hold down the
Control and Apple keys and tap the Esc key.  Use the arrows to move up
to "Control Panels" and press Return.  How are the Slots configured?
Use the arrows to move up to Slots and press return.

Do you have a boot disk usable on the Apple IIGS?  It must be 800K, not
720K or 1.2 Meg or 1.44 Meg.  The best disk to try would be an Apple
IIGS System disk.  You can probably find them at a local user group, or
by downloading one from Apple's FTP site, ftptoo.support.apple.com.

Try some of these suggestions and report back...
