That just means you have the international version of the IIc, which
uses an ISO standard keyboard layout (unlike the US version).

The other significant difference is the switches above the keyboard: the
one on the right shows an icon of a keyboard instead of the word
"keyboard", and is used to switch between the "local" and US character
set and keyboard layouts.

Assuming it is a local Australian model, it will actually be the UK
version.  There is no keyboard change, but the "pound" symbol (shift-3)
changes between a UK pound (fancy L) and a cross-hatch.

That is correct.  The same goes for some IIe motherboards - they were
made in 1982, but the machine came out in 1983.
