as it answers this and many more questions. Basically, there are
several OSs that'll run on the GS; since Apple cut far too many
corners on the original GS design, many versions of the OS will not
run without a memory and/or ROM upgrade. The FAQ notes (start in
section 7.2 for getting an OS) what you'll need for the various OSs,
how to download (section 5.*), and where to download stuff from. 

   Basically, Apple has allowed the System Software to be freely
copied, but only from officially sanctioned (i.e. licensed)
distributors. This allows some measure of version updating, quality
control, and making sure you get the whole package without any
unwanted addons like viruses or crud. Their ftp site (see FAQ) has
all you'll need to deal with a real Apple II.
