I don't have the card any more - I lent it to someone who had a ROM 1
IIgs with no memory card at all!
The box says "Made in Australia"; the back has Apple Australia's
address. The packing list says the part number is A661-0256.

I assume you mean "if you run ... on a ROM 3 IIgs, the newer ...".
ROM 1 contains toolsets from System 2.0.
The ROM 3 is not entirely compatible with pre-5.0 systems, though 4.0 is
pretty safe. Older versions are less stable (most often this is due to
applications that come with older versions of ProDOS-16 making
inappropriate assumptions about toolsets, and bumping into changes
introduced in System 5.0 and the ROM 3).
