As the name says, it is a parallel interface card.  99.9% of these are
used to connect the Apple II to a parallel printer.  Some can also be
used as a general purpose parallel I/O device for accessing external
digital hardware, but this is a rather rare application.

To be able to use this card, you will need to provide us with more
details about it so someone can identify it.  Unless there is a printer
cable attached to it already, you will not be able to use it unless the
appropriate cable can be found or constructed (it is not necessarily the
same as the standard parallel printer cable used on a PC compatible, and
there are several different cable pinouts for Apple II parallel cards).
