Its going to be an issue on any LCD display. A lot of it has to do with the scaling the monitor uses to expand the image to fit the screen. Of course quality will vary between LCD monitors. Some do a decent job and smooth/anti alias the stretched video partly restoring the dithered effect. Its even a problem (although not as noticeable) with a CRT and my IIgs hooked up to a Micomsoft XRGB2+ upscan converter. The results were similar to the output you get with KEGS and other emulators.
Modern monitors have very fine dot pitches compared to the AppleColorRGB, so the blending effect just isn't there. The only monitor that looked decent with the IIgs was my Toshiba TIMM (natively supports 15.75khz RGB), but only because it has a horrible (even for the time) 0.58mm dot pitch.
