No. You misread Nathan's article - he said that the one WITHOUT the
80/40 switch is the IIc+.
However, I think Nathan misinterpreted the original article. Morimoto
said that one machine had icons next to its buttons, and the other
didn't. Here is the original text:

I have seen both the US and international (UK) versions of the Apple IIc
(I have a US one here, but haven't seen the international one for a
while). The US one has the words "80/40" and "Keyboard". The
International one has a keyboard icon next to the keyboard button, and I
don't recall what it has next to the 80/40 button.
The keyboard layouts are different: the international one has the ISO
standard keyboard layout, e.g. a vertical reverse-L shaped Return key.
One of the switches above the keyboard selects between the local and US
character sets (the same function as the switch under the keyboard on
the international version of the IIe). I think this was the left
switch.
Functionally, the international IIc is identical to the US one, except
that the video might be PAL-compatible instead of NTSC-compatible; if
so, the master 14 MHz clock frequency is slightly lower.
