It covers this in section 7.2, "I don't have an OS for my Apple II or
want an update. Where do I get it from?"
Your best bet is to contact Steve Cavanaugh, stevec1021@aol.com,
as he's licensed to copy ProDOS, along with a disk full of other
communication/downloading programs which are useful for downloading
and unpacking from the many legal Apple II ftp sites.
