    If it is indeed a CGA monitor (TTL, digital RGB) then the answer
is yes. You'll need an auxiliary slot card that supports it, such as
the AE RamWorks with a piggyback ColorLink opinion, the Apple Ext 80
RGB card or the Video-7 RGB card. You may or may not need a custom
cable, I'm not certain what type of connectors these cards offer or
whether the pinouts are the same as a standard CGA/EGA video card.

    None of these cards are still sold though, so you'll have to find
one used (try comp.sys.apple2.marketplace or Alltech Electronics if
you want to purchase it from a vendor). If you just want color, and
don't absolutely need RGB video, you can always hook the IIe directly
to any color composite monitor or TV (it won't be as sharp or crisp 
of course, and in most cases no 80 columns text).
