Help with Stuffit-Expander????

I'm anIBM user helping a new Apple user.How do I get Stuffit-Expander
for her and on th her machine. Can I download it and give to her on an
IBM disk? If it's in the .hqx format how would we expand it?? Her book
only says that this is a problem like the 'chicken and the egg'  which
I don't find very helpful!!!
Also how do we associate a file with a different program. We messed up
and associated .hqx with a word processor and need to correct that!!
