I was reading my copy of "Understanding the Apple ][" by Jim Sather a couple
of days ago and it says that the switch allows the keyboard to generate
proper upper and lower case letters using the shift key as normal. The ROM
input character routine in the ROM still maps them to uppercase but if you
read the latch yourself you can get the lowercase.
