I am not technically literate at all- but how about the way those No-slot
clocks for  IIe's work? ProDOS put on a chip that fits in between one of
the normal ROM's? That way it wouldn't require a card and take up a slot.
Sounds pretty complex though. (What are weekends for, right? :)  )
