    Nope, and I doubt there ever will be. Even the Apple IIgs is heavily
bogged down trying to decode a JPEG image and takes what seems like ages
(my 15 MHz accelerator helps, but it is still relatively unbearable, the
reason I now use my PC exclusively for handling that format). I shutter
to think how long it would take a 1 MHz Apple IIe to decompress a JPEG
or convert it into another format like GIF. 

    Also the end result is not going to be pretty, your turning a 24-bit 
color image into a 16-color image with fixed palette (with a resolution 
of 140x192 with the usual bleeding and fringing). I thought I was pushing 
things scaling images down to 320x200 in 16 colors/greyscales from a
12-bit color palette. :) My advice is to either continue using the PC
or compile a JPEG->GIF convertor on your Unix shell account to do it.
