I just called Alltech today. According to Ray, the NSC will work
ONLY under the EF ROM. Just FYI, since I'm the one who wanted the
info in the first place.

Well, unless they've made the software more restrictive in the last
few years (unlikely), Ray is wrong. I have mine running under the
ROM on a UDC card in slot 5.
If you disassemble the software, you will find that it does a fairly
diligent search for the clock chip. I haven't verified how many
"non-$Cx00" addresses it checks, but I would expect it to work on
an Apple ][+, which had 2KB ROMs, so it would have to look every
$800 from $D000 up...
